Bitbucket added support for a `CONTRIBUTING.md` Markdown file that shows up in PRs as Contribution guidelines. Unfortunately, this isn't very discoverable by engineers who are new to a project. It would be good if Bitbucket could add an "onboarding" phase for the first few PRs that an engineer opens which highlights the contribution guidelines for them.

To clarify, the link on the top right of the pull request page is mixed in with other uninteresting buttons and info. We're looking for something that will pop up a dialog box that encourages the user to view the contribution guidelines when they first navigate to the PR after it's been created.
