This suggestion is targeted at Bitbucket cloud but I can't find that in the project list, please move to the appropriate spot.

Since the "new" pull request layout was released earlier this year, we've noticed an issue where you no longer have "permanent' top level pull request comments.

This is both good and bad.

Sometimes it's nice for top level PR comments that are no longer relevant to fade to the background and not have to scroll past them.

Other times, important information gets lost in the feed.

My suggestion to solve this is to add the ability to "pin" comments to the top in the feed. Along with the ability to un-pin.

The ability to "resolve" top level PR comments would also be appreciated.
