Outdated comment dialog refreshes sometimes

      Issue Summary

      When the PR does not have a description. On click of 'Other comments' dialog button immediately after PR diff renders, the outdated comment dialog refreshes unexpectedly.

      This is reproducible on Data Center: yes

      Steps to Reproduce

      1. Create a PR without any description
      2. Add some comments
      3. Change the contents of the diff such that the comments are outdated OR add comments on a old commit
      4. Click on 'Other comments' dialog button immediately after PR diff renders
      5. Stay on the page for few seconds

      Expected Results

      The outdated comments dialog should not refresh if there are no changes to PR

      Actual Results

      The outdated comments dialog refreshes once

      Workaround

      Add a dummy description
