Issue Summary

The pull request link in the repository sidebar includes a badge to indicate the number of open PRs. This number includes draft PRs even though when clicking on the link the list of PRs shown does not include draft PRs

This is reproducible on Data Center: yes

Steps to Reproduce

1. Look at the badge on the PR link in the sidebar
2. Click on the link and look at the number of PRs displayed

Expected Results

The number of PRs displayed after clicking the PR link in the sidebar should match the number on the badge

Actual Results

The PRs that are displayed do not include draft PRs so there is a discrepancy

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
