Get Notifications when users are blocked by Captcha

      Currently, the only way to identify users blocked by Captcha is by running a query directly into the database as per How to Identify and reset all the users blocked by Captcha

      Is it possible to get notifications when a user gets locked out and or get a list of blocked users via the REST API, instead?
