Scrolling large file on PR diff view has performance issues on Safari browser

Issue Summary

This is reproducible on Data Center: yes

Steps to Reproduce

1. Open a Pull request
2. Go to the Diff tab
3. Select a large file (2300 lines) Example
4. Scroll the file view and notice the rendering is lagging and janky. See the attached video.

Expected Results

Scrolling a large file should be smooth and render properly without lagging.

Actual Results

The file eventually renders after you stop scrolling or slowly scroll down the file.

Workaround

Slowly scroll the file and let the browser eventually render the section scrolled into view.
