Your Work : Heading not defined

Issue Summary

On "Your Work" page, the "No pull requests to review" text is not defined as heading.

Steps to Reproduce

1. Open "Your Work" page.
2. Inspect the code for mentioned headings. 
3. Observe that the text is defined as heading.

The text such as "No pull requests to review" visually appears to be heading on the page. This text is not marked-up using HTML heading.
This resulted in screen reader users finding it difficult to understand the page content structure.

Expected Results

Screen reader should identify the text as a heading for their users.

Mark-up the mentioned text using appropriate HTML headings. In addition, use heading levels as per specification such as <h1> should be followed by <h2>, <h3> and so on.

Provide <h3> for "No pull requests to review" text.

Workaround
