Issue Summary

When transitioning repository hooks from inherited to disabled, the 'Repository hook disabled for repository 'event is not recorded in the audit logs.

This is reproducible on Data Center: (yes)

Steps to Reproduce

1. Change repository hook from inherited to disabled. 
2. Check the audit log event. It will be empty for this change. 

Expected Results

Audit logs should show the Repository hook disabled for repository 'event on audit log. 

Actual Results

Audit logs do not show this event when transitioning from inherited to disabled. 

Workaround

There are no workarounds for this. A workaround will be added once it is available.
