Issue Summary

The pop-up modal for "New pull request experience" cannot be dismissed.

Steps to Reproduce

1. Be a user who has not logged in since 7.0
2. Create a Pull Request 
3. A "New pull request experience" pop-up modal will appear
4. Clicking on the "Got it" button does not dismiss the modal

Expected Results

Clicking on "Got it" should dismiss the pop-up

Actual Results

Clicking on the "Got it" button does nothing

Workaround

Refresh the page to continue working. Modal will only appear once.
