      Issue Summary

      Bitbucket 7.21.19 does not provide valid OAuth responses for Jira development panel requests. Unable to view commit information from Jira development panel due to the issue.
      This is reproducible on Data Center: (yes)

      Steps to Reproduce

      1. Install Jira Datacenter (tested on 9.4.14) and create a project, issue key (for example - TEST-1)
      2. Install Bitbucket Datacenter 7.21.19.
      3. Link both Jira and Bitbucket instances using Application Links with OAuth Impersonation
      4. Push a commit specifying Jira issue key (for example TEST-1) to Bitbucket Server
      5. Navigate to Jira issue key in Jira application and try to open commit from development panel.
      6. Commit is not opened and the application directs to authenticate to see the commits.
      7. The authentication attempts fails.

      Expected Results

      Jira development panel information such as commits, pull requests should be seen successfully

      Actual Results

      Jira fails to display development information and the below message is seen on the page
      Authenticate to see related commits
      Please log in to approve this application: Bitbucket Server

      Workaround

      Use OAuth (without impersonation) while configuring application links
