Confirm "Allow public access to repositories within this project"

Currently, it's easy to toggle the public access feature even when clicking not on the text or checkbox. We've noticed more than once unintentionally changing that value by project admins when clicking in white space to get the window back in front.

The suggestion is to confirm such a change to avoid opening internal projects to the "public".
