Summary

Currently, setting feature.public.access property to false in bitbucket.properties disables the option to set a repository to be public for the entire instance. However, there is no setting available to disable this option for individual repositories only. 

In some scenarios, there is a need to disable this option only for specific repositories and not the entire instance.
