This is reproducible on Data Center: yes

Steps to Reproduce

1. Start up Bitbucket 8.5+
2. Create a file with ? in the filename.
3. View the file in the PR, commit or compare view and there is no file present

Expected Results

Should be able to view files in the PR, commit & compare view.

Workaround
