Issue Summary

The comment button is enabled when the attachment upload is in progress.

And if the comment button is clicked when the attachment upload is in progress, it will not pick the latest changes.

Steps to Reproduce

1. Either have a slightly larger file or select "Slow 3G" in Browser Dev tools > Network 
2. Upload any attachment
3. Click comment while upload is in progress

Expected Results

The comment button should be disabled

Actual Results

The comment doesn't contain the in-progress uploads.

Workaround

Only click comment once upload finishes
