Summary

Currently if we set feature.public.access to false in a mirror instance, access to Public repositories is disabled only on that particular mirror. This provides the flexibility to limit this restriction only to certain mirrors.
However the documentation for this flag is not clear if it should be used in this way since it is referred to as a system wide property. Hence request to amend the documentation for this flag to include this feature.
