Steps to Reproduce

1. Create a PR
2. Open Inspector in the browser and change the Network to Slow 3G
3. Click the merge button

Expected Results

There is no error state in the form inputs in the merge dialog

Actual Results

When you open the merge dialog, it initially shows with an error state in the form inputs:

Currently there is no known workaround for this behavior. A workaround will be added here when available
