Rate limiting for requests authenticated through custom authentication handlers

      Background

      The rate limiting feature of Bitbucket Data Center currently applies to HTTP requests using basic or bearer authentication only. (i.e. requests where the Authorization header uses "basic" or "bearer" format).

      Feature request

      Suggestion is to extend rate limiting to include requests authenticated through custom authentication handlers.

       Use case: for Bitbucket instances that use custom-developed authentication plugins based on HTTP Authentication Handler
