Attempting to create a build status with an invalid state returns a 500 response code

Issue Summary

This is reproducible on Data Center: yes

Attempting to create a build status with a state that is invalid should return a 400 response code because it is a bad request, however it causes a 500 response code and a stack trace to be printed in the logs

Steps to Reproduce

1. POST a build status with the state FAILURE

Expected Results

Response code is 400 with an appropriate error message

Actual Results

Response code is 500 with an error printed in the logs

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
