Clicking the Learn links on Admin Clustering page gives wrong page

Steps to Reproduce

1. Go to Administration > Clustering
2. Click either the "Learn more about clustering" or the "Learn how to add a node" link

Expected Results

The "Learn more about clustering" link should lead to 
https://confluence.atlassian.com/bitbucketserver/clustering-with-bitbucket-776640164.html (or the version specific document e.g https://confluence.atlassian.com/display/BITBUCKETSERVER0717/Clustering+with+Bitbucket)
The "Learn how to add a node" link should lead to https://confluence.atlassian.com/bitbucketserver/adding-and-removing-data-center-nodes-776640178.html (or the version specific document)

Actual Results

Workaround

Fix the values of the properties

• bitbucket.help.clustering
• bitbucket.help.clustering.add.node

in `webapp/default/src/main/resources/help/help-paths.properties` to have the correct title
