Provide the ability to allow only certain branch to be merged to the controlled branch.

Some customers have workflows where certain branch/es are deployed in staging for testing, hence only these branch/es should be allowed to be merged to the main controlled production to avoid untested code making its way there.

Currently the Branch Permissions only allow restrictions based on users and not branches.
