Support Git 2.39

      Git 2.39 support backported to Bitbucket 7.21

      In addition to introducing support for Git 2.39 in (the soon to be released) Bitbucket 8.8, we've also backported support to Bitbucket 7.21.9. We've done this because:

      • Of the fixed versions for CVE-2022-41903 and CVE-2022-23521, Git for Windows has only released 2.39
      • The final version of Bitbucket to support running on Windows is 7.21
      • Unlike Linux, Windows does not bundle Git so administrators are reliant on the Git for Windows project's binaries

      At this stage Bitbucket 8.0 thru 8.7 does not support Git 2.39.

      Add support for running Git 2.39 installed on the Bitbucket Server/DC instance
