Investigate limiting repack memory usage via --windowMemory or --threads

Performing a Git repack on large repositories can result in significant memory usage (tens of gigabytes in some cases) and can lead to OOM. It would be nice to investigate the tradeoffs involved in trying to reduce this using the --windowMemory or --threads options.
