Steps to Reproduce

1. Launch a Bitbucket Server 8.5 instance
2. Add feature.public.access=false to bitbucket.properties
3. Create a project and repository

Expected Results

1. Under Project settings > Project permissions, "Allow public access to repositories within this project" should be hidden when feature.public.access=false
2. Under Repository settings > Repository permissions, "Allow public access to this repository" should be hidden when feature.public.access=false

Actual Results

1. Notice that under Project settings > Project permissions, "Allow public access to repositories within this project" is visible even if feature.public.access=false
2. Notice that under Repository settings > Repository permissions, "Allow public access to this repository" is visible even if feature.public.access=false

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
