The repository archive option is visible in the Bitbucket Server instances

Issue Summary

The repository archive feature, which was introduced in bitbcuket version 8, is a data center exclusive one. But customers with Bitbucket server licenses can also see the option in two places.

1. Go to any projects, above the repository list, there is a drop-down that has the option 'Archived' in it.
2. The second place is in Repository settings, which is explained below in the reproduction section.

This is reproducible on Data Center: (no): This is dedicated to the server edition only.

Steps to Reproduce

1. From a Bitbucket Server instance, go to Repository settings-> Repository details-> click on the manage repository dropdown.
2. Click on Delete.
3. In the Delete Repository dialog box displayed, you can see the Archive option.

Expected Results

The Archive option is not displayed as this is a Bitbucket Server instance

Actual Results

The Archive option is displayed and if we click on that option after giving the repository name in the text box, we get an error "You are not permitted to access this resource'"

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
