"Start Review" checkbox hard to click in Chrome

Issue Summary

When adding a comment to a PR, the "Start Review" checkbox is hard to click in the Chrome browser (isn't actually clickable), requiring the user to click in the whitespace just above the text in order to activate the checkbox.

Expected Results

The checkbox itself correctly mirrors the state of the "Start review"/"Stop review" button on the PR but it doesn't allow people to click the checkbox itself to start a review.

Actual Results

It should allow reviewers to click it to start a review when they post the PR comment.

Steps to Reproduce

• Use the Chrome browser and log in to the Bitbucket UI
• Navigate to any repository pull requests page and then view any PRs diff
• Now try to click on the "start review" in the comment section, the checkbox is not clickable.
• The only way to start reviewing is by clicking on the button at the top of the page or using other browsers like Firefox

Workaround

The workaround would be using different browsers like Firefox where this issue is not reproduced.
