View Repositories : Inaccessible by keyboard and no conforming alternate.

Issue Summary

The element is not accessible by keyboard alone and screen reader users.

Element Name: Next and Previous(<, >) on date picker.

Location of the element: Next and Previous(<, >) on date picker control.

Steps to Reproduce

1. In the Header section navigate to the Settings 
2. In the Settings page, navigate to the Git section in the side panel and select repositories 
3. Navigate to the "Last changed" date selector element and open the calendar.
4. Try to interact with the Next and Previous(<, >) on date picker elements.

Actual Results

The Previous and Next buttons are not accessible by keyboard in the date picker in the Repository section for the "Last changed" filter. This makes it diffuclt for the keyboard only and screen reader user to use the component.

Expected Results

Functionality should be available using the keyboard, unless the functionality cannot be accomplished in any known way using a keyboard. Fix this issue by ensuring the component can be used by the keyboard and screen reader user. Code the component into a <button> element.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available.
