Issue Summary

When the user clicks on an emoji under a PR comment, it duplicates the existing emojis.

This is reproducible on Data Center: (yes) 

Steps to Reproduce

1. Create a Pull request and add a comment.
2. Add one or mutiple emoji reaction to the comment
3. Let another user click on the emoji reaction that's already there

Expected Results

One number gets added to the emoji count.

Actual Results

The overall number of emojis gets multiplied. No errors are added in the logs

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
