Issue Description

In the Bitbucket dashboard for various instances and pages, the Custom keyboard shortcuts for performing functions in shortcuts are inaccessible to screen reader users.

Platform: Bitbucket server

Version: 7.21

Steps to Reproduce

1. Launch URL
2. Navigate to the Help link > Keyboard shortcuts , in the header section of the page.
3. Try to navigate through the page using the custom keyboard shortcuts list.

Actual Behaviour

When the screen reader tries to navigate with the keyboard shortcut , they are not able to use the custom keyboard shortcuts while the screen reader is on. This will make difficult for the assistive technology user to use this feature and even find difficult to navigate throughout the page if the shortcuts are same as screen reader shortcuts , it might perform different functionality.

Expected Result

The keyboard shortcuts should perform exact events mentions in the keyboard shortcuts list when the screen reader is on. All the page functionality should be accessible with different input devices used by the users. Lack of keyboard access makes it difficult for users with visual and mobility impairments to access web page functionality.
