Allow editing Project names, but prevent changing Project Keys

The bitbucket-project-lock-plugin which was introduced as part of BSERV-3055 prevents the project key or name from being edited by a user who is not a sysadmin.

It would be great if we can prevent only the project key from being edited and keep an option to change the project name using a setting/property.
