Logging of outgoing HTTP requests in an access log format

Currently the only method to see what external HTTP calls are made from the server are to enable debug logging which is very large and not really intended to be regularly logged.

This feature would be useful as a high level method to see the outgoing requests.  It would

• Assist in confirming web hooks are being triggered as expected
• Support security audits to see that the external systems being communicated with are within those that are properly approved, especially for items that might be internet based services and may have concern for data exfiltration by company security team.
