Issue Summary

A "not legitimate license" banner will be shown when navigating to a mirror as a user who is logged in with ADMIN and SYS_ADMIN permissions if the license has been modified from not legitimate to legitimate.

Steps to Reproduce

1. Bitbucket is not running a legitimate license
2. Verify both upstream and mirror show the "not legitimate license" banner as a user with ADMIN or SYS_ADMIN permissions
3. Update the license to a legitimate license
4. Verify both upstream and mirror do not show the "not legitimate license" banner with the same user

Expected Results

The banner is not displayed on the mirror

Actual Results

The banner is displayed on the mirror

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
