As an admin I would like the ability to change the frequency the Pull Request Overview fetches for build summary updates.

In some workflows for a large user base (6K+ users) that heavily make use of pull requests, the PR overview triggers REST API requests to fetch information for build summaries. In a large user base and on a scenario where users will have multiple pull requests open, the amount of requests and load added to the instance is much larger than expected.

On those scenarios we would like to have the ability to set the frequency in which Bitbucket will fetch for for updates, similarly to what we can setup on the user dashboard, with the following properties.

dashboard.poll.pull-request-suggestions.interval 
dashboard.poll.pull-requests.interval 
dashboard.poll.jira-issues.interval 

This feature would provide enough granularity to set an interval that would fit the workflow of a large user base without compromising load/performance and any important updates on pull requests.
