Issue Summary

View admin/license in UI shows 1243/2000 licenses used.

• Using the KB- How do I find which users count against my Bitbucket Server license
  • Method 1 returns 1203 users.
  • Method 2 returns 1243 results (which matches the count shown in admin/license).
    This method is insufficient as it doesn't provide the email addresses of the users.

Both of these method require a plugin which are not allowed in the production environment.

• The REST Api (rest/api/1.0/users?permission=LICENSED_USER) returns 1225 users and the output varies with 'start' and 'limit' inconsistently.
