Similar to https://jira.atlassian.com/browse/BCLOUD-13645, we would like the ability to detach or break a fork relationship. We have a repository which was originally forked from another, but now they are completely different code bases.

Once broken the fork repository should have the full history and all the objects that were left in the parent repository so that the detached repository has no link or dependency on its parent.
