Description
If an access key for system use is available on the repository or its project, users should be able to copy the ssh url from the clone option in the repository page,
Even if they do not have a personal access key and if they do not have admin permission to that access key for system use (repo or project).
Use case :
A Bitbucket server project admin can add an access key for system use in the project from the credentials of a Jenkins instance he is an admin of.
A user with write permission (could be read only, could be anonymous) to that Bitbucket project's repo(s) uses https for his clones and don't have a personnal access key.
But that user needs to create and configure jobs on Jenkins for his CI and needs to know which ssh url to use, and he can't see it in the Bitbucket interface. It's inconvenient.
