We have a user-centric endpoint related to repository watchers:

/rest/api/1.0/projects/{projectKey}/repos/{repositorySlug}/watch

It will be useful to add an admin endpoint with a GET method to list all watchers of a repository, in case watches/notification cause issues with the email server and need to be investigated/retrieved by the administrator
