We have many users complaining about emails they didn't sign up to receive because this feature is enabled instance-wide by default. It becomes worst when you have a beta environment that was recently upgraded to 7.7.x and sending out mass communications that confuse users.

Server admins have the option of removing the feature all together but no way of keeping the feature in while having it disabled by default. This should be an option in the server admin settings.
