Add ability to turn off auto decline inactive pull-requests by default and turn on specific projects/repos at project/repository level

      By default, Auto decline pull-requests feature is turned on by default on the entire instance in all projects. Looking for a customisation for the feature - by default off but project/repo admins can enable for specific projects/repos as needed.
