Comments on context lines gets placed on the wrong line on windows

Issue Summary

In Windows environment Bitbucket is showing random comments on the wrong line, while the database entry is pointing to the correct line.

Steps to Reproduce

1. Create a pull request
2. Identify the file which has been changed within two commits of PR
3. Switch to a diff view between those commits
4. Add a comment and note the line
5. Check the comment on Overview tab

Expected Results

The comment is shown on a correct line.

Actual Results

The comment is shown on a wrong line

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available.
The issue is specific to Windows and cannot be reproduced on Linux, so the migration to Linux can be considred as potential workaround.
