Add the ability to remove Create Jira Issue menu item in PR Comments

      In versions of Bitbucket prior to 7.0 we could disable the module "Jira Create Issue Form" under the "Jira Integration :: Plugin” system plugin, and the result is the “Create Jira issue” menu item in the PR comment was no longer available.

      After upgrading to 7.0+ this work around no longer works.

      We would like an official method to disable this menu item in PR Comments as we don't want everyone who has the ability to comment on a PR to have the ability to open a Jira Issue.
