DraftPR is like a pull request which is basically intended to collaborate on code with a reviewer.

So, this DraftPR is like a temporary PR and when the reviewers approve the code, this DraftPR can be converted to a full PR with notification being sent to the code owner to merge.

This also avoids spamming code owner's email.
