      Problem Definition

      Currently there's no way to create a banner per repository

      Suggested Solution

      Allow creating of repository banner with 3 Visibility Levels Public, Private, and Admin

      Why this is important

      We want to post important information on repositories for our admins for example when a repository needs to be frozen.
