Notify admins on users reaching CAPTCHA limit

Hi,

As an administrator, I would like to get notified from Bitbucket on users reaching CAPTCHA limit. There are cases where the users are never real using the web UI but created for only running builds from CI server. If the captcha state is triggered, we will only find out by things breaking. To figure out that a captcha is needed in the UI, we get no feedback from Bitbucket, until we go to the exact user page and find the button has magically appeared.

It would be nice if this became a notice to the admins, you have a mechanism for this, where you get a bell icon next to the gear icon to notify admins (not all users). So we can see something has tripped the captcha protections.
