Project and Repository admins can change branch permissions.

It would be nice if there was the ability to set Global branch permissions, so only Bitbucket Server Admins could change those permissions.

for example, globally disallow changes to master without a pull request.

Workaround

Give users read/write permissions to a project or repository, rather than admin permissions.
