Restrict access to repositories to the named user and system admin only

      Scenario

      We would like to have a fully private repository when only a named user and system admin has access to the repositories.

      Current behavior:

      Project Admin has complete access to all repositories in the project.

      Expected behavior:

      Only a named user and system admin has access to the repositories.
