No way to close an un-merged PR than to decline it

      Description

      For various reasons, we are using Bitbucket PR’s for code review but not to actually land/merge changes. This makes it awkward when the review is done and it is time to close the PR. It seems the only option for this is for the originator to “decline” the PR, which is not very intuitive. It would be better to have some sort of explicit “close this PR” operation.
