Issue Summary

The redirect of Bitbucket 6.7.2 on the rate limit setting page for documentation on how to use rate limit are going to page not found.
http://<bitbucket base URL>/admin/rate-limit

Steps to Reproduce

• Logged as an admin on bitbucket, go to http://<bitbucket base URL>/admin/rate-limit
• Click any of the hyperlinks("Learn more" and "Token bucket algorithm")
• The page which open has "page not found"
  

Expected Results

Open the Rate Limit available documentation, we believe that would be the correct one:
https://confluence.atlassian.com/bitbucketserver/improving-instance-stability-with-rate-limiting-976171954.html

Actual Results

The user is redirected to a page that do not exist.

Workaround
