Limit number of Branches in a repository

      As a development lead I would like to configure a limit for the number of branches in a Bitbucket repository so that I can better control run-away branches and keep my repositories clean.

       

      Acceptance Criteria:

      • Project owners can set the maximum number of branches in a project
      • Repos will inherit the maximum number from project level
      • Repos branch limits can be overwritten as needed
      • Branch limits can be set by API
