Scenario: We have a Stash Admin team, which creates Projects and also creates repositories on request of different Teams. It would be great to have a little fine-grained access control built into Stash where we can have an Organisation level admins and Project level admins with configurable access controls for these project-level admins.

Eg. Project level admins can have limited (configurable) capabilities as compared to Organisation level Admins.
