Add an "All Branches" view to the Commit Graph

    Description

      While the commit graph implemented under BSERV-2534 is certainly useful on its own, as a build manager it's substantially more useful to have the option to see all of the branches and their related commits at any given time.

      While I can use the Branches view to see which branches have been merged but not yet deleted, it becomes more difficult to track parallel work within a single repository (such as a multi-team environment working in one repo, where each team may have their own development branch that gets later merged into a combined development/master branch prior to release).

      While the Commit Graph for Bitbucket Server extension provides a lot of functionality for filtering and searching along with its All Branches Graph, it would be nice if Bitbucket Server supported a minimal All Branches Graph (extra features optional).
